PSC Recommends Receivership for Holly Springs Utility District After Ongoing Service Failures
HOLLY SPRINGS, Miss. – The Mississippi Public Service Commission (PSC) has taken a decisive step in addressing the long-troubled Holly Springs Utility District (HSUD), recommending that the district be placed under court-appointed receivership.
At a Show-Cause Hearing held today, PSC Commissioner Chris Brown announced that after hearing testimony from multiple witnesses, he and fellow Commissioners Wayne Carr and De’Keither Stamps unanimously passed three motions:
- HSUD is failing to provide reasonable and adequate service to its customers.
- The Commission is reserving the right to levy fines against the district.
- The Commission will formally recommend to a Chancery Court Judge that HSUD be placed under receivership
Background of Failures
The decision comes after months of mounting frustration over HSUD’s inability to provide dependable utility service. Residents and businesses across the district have reported repeated outages, poor water quality, and long delays in resolving infrastructure problems.
The PSC previously cited HSUD for its failure to maintain basic operational standards and launched investigations into mismanagement within the district. Despite warnings and public pressure, the district has continued to struggle with service reliability, prompting regulators to escalate their actions.
Next Steps
If approved by a Chancery Court Judge, a receivership would place HSUD under the control of an independent third party tasked with stabilizing operations, addressing infrastructure concerns, and restoring public trust.
The Commission also emphasized that fines remain an option if the district continues to neglect its responsibilities to customers.
For many residents, the PSC’s latest move signals a potential turning point after years of deteriorating services. The court will now determine whether to grant the receivership and appoint oversight to manage the troubled district.
