Shad White finds strong fraud safeguards in state food program
JACKSON, Miss. – A federal food program administered by the Mississippi Department of Education has effective safeguards in place to prevent the abuse of taxpayer funds, according to a new report released Monday by State Auditor Shad White.
The report analyzed the Child and Adult Care Food Program (CACFP), a nutrition initiative designed to provide healthy meals to children and adults in need. In fiscal year 2024, Mississippi spent nearly $47 million on the program, with approximately $27 million distributed to nonprofits.
Unlike other grant programs criticized in previous audits for loose oversight, analysts determined the CACFP’s structural design minimizes the risk of fraud.
“Our audit showed this report is following good procedures for ensuring that hungry children are being fed,” White said. “I’m thankful to see proper grant monitoring processes in place for programs designed to serve some of the poorest Mississippians.”
The report highlights a reimbursement model as a key fraud deterrent. Rather than receiving up-front “blank checks,” participating nonprofits are reimbursed a set amount based strictly on the volume of food served. This ensures organizations only receive taxpayer money after providing a verified service.
Additionally, the audit found that the Mississippi Department of Education enforces strict budget requirements and demands specific documentation and quarterly reports from participants. These monitoring efforts reportedly exceed federal standards.
Despite the positive findings, the State Auditor’s office recommended further tightening of regulations. The report suggests the Department request federal approval to place stricter limits on administrative spending within the CACFP, ensuring a higher percentage of funds goes directly to purchasing food for recipients.
