Taiwanese national indicted in multi-million dollar elder fraud scheme

HERNANDO, Miss. — DeSoto County District Attorney Matthew Barton Tuesday announced the indictment of Chia Lai, a Taiwanese national, on four felony counts related to an international fraud scheme that swindled elderly victims out of millions of dollars.

Lai faces charges of conspiracy to commit fraud, false pretense, money laundering, and wire fraud. Authorities allege Lai’s criminal network specialized in draining the bank accounts of seniors through high-pressure financial scams.

The arrest followed a complex joint operation between Homeland Security Investigations (HSI) and local authorities. However, the handover was nearly derailed. According to Barton, California officials initially refused to honor the Mississippi warrant due to state sanctuary policies.

“Initial efforts to secure his custody were delayed by California’s sanctuary state policies,” Barton said. “Local agencies initially refused to cooperate with U.S. Customs and Border Protection, a decision that risked allowing this criminal to escape.”

The standoff ended after coordinated efforts between HSI and the DeSoto County District Attorney’s Office led to Lai’s transfer to Los Angeles International Airport. There, LAX Police Department officers honored the indictment and took Lai into custody.

The case, investigated by the Hernando Police Department, highlights the rising threat of international syndicates targeting American retirees. Barton warned that his office would pursue exploiters regardless of jurisdictional hurdles.

Lai has been transferred to DeSoto County for prosecution. Under U.S. law, he is presumed innocent until proven guilty in a court of law.
