USACE to launch Phase II Critical Repairs at Arkabutla Dam in January
VICKSBURG, MS – The U.S. Army Corps of Engineers (USACE) Vicksburg District is moving into the next critical stage of infrastructure stabilization at Arkabutla Dam. Starting in early January 2026, crews will begin Phase II Interim Risk Reduction Measures (IRRM) to address structural vulnerabilities and ensure the safety of downstream communities.
This upcoming phase focuses on foundation grouting—a process designed to fill subsurface voids and prevent the internal erosion of material through the dam’s conduit. To perform these repairs, engineers must temporarily close the dam’s gates, halting all water releases.
Managing Lake Levels and Public Safety
In preparation for the gate closure, the USACE is currently lowering the lake pool to 200 feet. This provides a necessary “buffer” to accommodate natural streamflow while the gates are shut.
- Contingency Plans: If heavy rainfall causes the lake to reach critical levels during the repair, work will be paused immediately. The Corps will then release water at a rate of up to 4,500 cubic feet per second (cfs) to stabilize the reservoir before resuming construction.
- Long-Term Pool Levels: Once Phase II repairs are finalized, the target pool level will be maintained at 204 feet to continue minimizing pressure on the dam structure.

Recreational Impact and Access
While construction is underway, most of the Arkabutla Lake area remains open for public use, with a few notable exceptions:
- Boating: Highway 51 Landing remains the only operational boat ramp for access to the Coldwater River.
- Camping: Campgrounds stay open; however, day-use and fee-use areas located directly downstream of the dam are closed for safety.
The Vicksburg District declared a “potential breach” status in May 2023 after a depression was discovered near the dam’s toe. Since then, the Corps has maintained a rigorous monitoring schedule to protect the 68,000-square-mile region it serves.
Key Points for Residents
- Start Date: Phase II begins early January 2026.
- Primary Goal: Grouting the conduit foundation to prevent material loss and stabilize the dam.
- Water Management: Lake levels are being lowered to 200 ft. to prevent overflow during gate closure.
- Safety Status: The 204 ft. restriction remains the standard for the foreseeable future.
- Information Hub: Real-time water levels are available on the Vicksburg District Water Management Website.
